pro et con won tender for the mainten\u00adance and develo\u00adp\u00adment of the BIBER\/ZEBRA programme systems of ITZBund<\/h2>\n<\/div>\n\t\t<\/div><\/div><\/div>

<\/a>pro et con has won a tender from the central IT service provi\u00adder of the federal govern\u00adment, ITZBund (Infor\u00adma\u00adti\u00adons\u00adtech\u00adnik\u00adzen\u00adtrum Bund). The tender includes a frame\u00adwork agree\u00adment for the mainten\u00adance and further develo\u00adp\u00adment of two proce\u00addu\u00adres: BIBER (Berech\u00adnung der Bier- und Brannt\u00adwein\u00adsteuer \u2013 calcu\u00adla\u00adtion of tax on beer and spirits) and ZEBRA (Zentra\u00adli\u00adsie\u00adrung des Brennens unter Abfin\u00addung \u2013 centra\u00adli\u00adsa\u00adtion of distil\u00adling under compen\u00adsa\u00adtion payment).<\/p>\n

The two proce\u00addu\u00adres for collec\u00adting beer and alcohol taxes are based on programme systems that had origi\u00adnally been run on BS2000 mainframes for over 30 years. In 2016, BIBER and ZEBRA were moder\u00adnised in a complex migration project by pro et con. Among others, the programming language changed from COBOL to Java, the hardware from BS2000 to virtual Linux servers.<\/p>\n

<\/p>\n

Since then, proces\u00adses and functions have been conti\u00adnuously digita\u00adli\u00adsed in BIBER and ZEBRA. One example of this is the Online Access Act (Online\u00adzu\u00adgangs\u00adge\u00adsetz \u2013 OZG), which became effec\u00adtive in 2017. Since then, German public autho\u00adri\u00adties at federal, state and munici\u00adpal level are requi\u00adred to offer their services digitally via the customs portal<\/a>. The OZG imple\u00admen\u00adta\u00adtion is one of the largest moder\u00adni\u00adsa\u00adtion projects in public administration.<\/p>\n

In 2022, pro et con and ITZBund already reached an important milestone by expan\u00adding the ZEBRA proce\u00addure to link it to the customs portal (for more infor\u00adma\u00adtion, see the ITZBund press release<\/a> and our news<\/a>). Since then, appli\u00adca\u00adti\u00adons for compen\u00adsa\u00adtion payments can be submit\u00adted online via the customs portal, without the need of postal requests.<\/p>\n

The inter\u00adnal proces\u00adsing, however, initi\u00adally remained largely unchan\u00adged and thus requi\u00adres a high degree of manual effort. This is about to change in the next expan\u00adsion stage, which is currently in progress. The result will be a fully digita\u00adli\u00adsed process from online recor\u00adding, inter\u00adnal, digita\u00adli\u00adsed proces\u00adsing and trans\u00adfer\u00adring results.<\/p>\n

The new frame\u00adwork agree\u00adment ensures the ongoing digita\u00adli\u00adsa\u00adtion of adminis\u00adtra\u00adtive services and has a term of four years. We look forward to conti\u00adnuing our successful colla\u00adbo\u00adra\u00adtion with the ITZBund.<\/p>\n<\/div>\n\t\t<\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div>
